1. Who we are
The Globeleq Scholarship Fund Programme is run by Globeleq South Africa Management Services (Pty) Ltd ("Globeleq"), which decides how your information is used. Globeleq has appointed Stella Tract (Pty) Ltd t/a iNdex Tech Solutions ("iNdex") to run the iNdex Bursary system. iNdex may only use your information on Globeleq's instructions.
2. What we collect
- Your name, South African ID number, date of birth and sex (read from your ID number), phone number, e-mail address (optional), home town or community and preferred language.
- Your study plans (university, TVET college or trade, institution, field and year of study), your academic results and your household's yearly income.
- Copies of documents you send: ID, results, proof of income, address and registration.
- If you receive a bursary: bank details for allowances, your institution's fee account, progress, attendance, mentorship and support records, and later your study and work outcomes.
- If you are under 18: your parent's or guardian's name, phone number and consent.
3. Why we use it
- To check eligibility and to score and select applicants fairly, using published rules we can explain to you.
- To prevent fraud and double funding, for example the same ID number applying twice.
- To pay fees to your institution and allowances to you, and to support you while you study.
- To measure the programme's results, and to report to funders and regulators (including the IPP Office and B-BBEE verification) with totals that do not name you.
4. Do you have to give it?
Applying is voluntary, but we cannot consider an application without the required information. Race is asked only for empowerment reporting allowed by section 29 of POPIA; you may decline, and it never affects your score.
5. Automated scoring
Each application gets a score from published rules (academic results, financial need and scarce-skills fields). The computer never awards or refuses a bursary on its own: programme staff review the shortlist and make every decision. You may ask for the reasons for a decision and give your views (section 71).
6. Who sees it
Only authorised Globeleq and iNdex staff and site coordinators, each seeing only what their role needs; your institution (to confirm registration and pay fees); banks (to verify your account and pay you); mentors (name, field and contact details only); and service providers bound by written confidentiality and security terms. We never sell your information.
7. Where it is stored
The iNdex Bursary system and its documents are hosted in South Africa. If you choose WhatsApp, your messages also pass through WhatsApp (Meta), which processes data outside South Africa; you can use USSD or the web portal instead. Any other transfer outside South Africa happens only under section 72 of POPIA.
8. How long we keep it
Applications that are not funded are deleted [12 months] after the selection round. Beneficiary records are kept for the bursary and for [5 years] after it ends, for audit and outcome tracking.
9. How we protect it
Encryption in transit and at rest, role-based access, a record of every view and change, and trained staff. If your information is ever accessed without authority, we will tell you and the Information Regulator as POPIA requires.
10. Your rights
You may ask what we hold about you and who has seen it, ask us to correct or delete it, object to its use, or withdraw your consent at any time. Send PRIVACY on WhatsApp, or contact the Information Officer at privacy@indextech.co.za or 077 265 9408. We reply within 30 days.
11. Complaints
